Dear Willow Bend West V Neighbors:

Many thanks to those of you who have recently spruced up around your homes this
spring and summer by tending to yards, flower beds, fences, roofs, and much
more! We truly appreciate your continued commitment to our neighborhood's
value and appearance. Together we hope to insure that Willow Bend West V
continues to be a community in which we can all take pride and enjoy the benefits
of maximum homeowner value.

The Homeowners' Association Board of Directors and SBB Management have
completed the budget process for 2010/2011 and determined that a special
assessment of $250.00 per home is required in order to make some much-needed
capital improvements. We have an aging community and in order to maintain the
integrity of our community and keep property values up, a special assessment is
needed. We have solicited several bids in the areas below to keep the cost at a
minimum.
At a cost ofjust over $34,000.00 the proposed improvements are:

1. Replace and expand the entry shrubs and flower beds at Nassau & Notre
Dame and Nassau & Parkwood. The current plant material is almost twenty
years old and has been damaged over time and by the harsh winter last year.
2. Sod the bare areas along Parkwood and Nassau with St. Augustine and
Bermuda grass; also add ground cover to shaded areas where grass will not
grow. This will improve the overall look of our community and reduce our
liability from slips and falls along Parkwood Blvd. caused by mud on the
sidewalks after heavy rains.
3. Trim and raise the canopy of the ninety eight (98) trees along Park wood and
Nassau. This will give us more sun light for the grasses to grow and reduce
the wind damage to our trees.
4. Install a new community sign and add lighting (Willow Bend West V) at the
corner of Park wood and Nassau to match the entry signs on Notre Dame
and Nassau. The new sign will improve the appearance and increase the
visibility of our community and make it easier for people to locate us.

The Board has reached this decision reluctantly but, with much care. We
understand the financial inconvenience this creates for everyone, yet hope the
entire Homeowner's Association will agree to this assessment.

The Board will hold a Special Assessment meeting on August 3, 2010. The
meeting will be held at the home of Debbie and Michael Fellwock located at
5956 Glendower Lane. The meeting will begin at 7:00 PM. The purpose of
the meeting will be to discuss and vote on the Special Assessment.

Treasurer `s Note: Our current annual dues amount is projected to be sufficient for
the next three - five years depending on inflation and other cost impacts. Our
current budget structure consumes 90% of dues payments for basic operating
expenses (management company fees, monthly utilities, landscape maintenance,
etc) and 10% is placed in a reserve fund for major repairs/replacement of
street/light poles, trees and fencing not covered by the City of Piano. The special
assessment provides the necessary funding for these improvements without
increasing annual homeowner dues.

Replace and expand entry shrubs and flower beds at Nassau & Notre Dame.

Install four (4) 65 gal. Nelly R. Stevens bushes, forty (5) gal. Encore Azalea
bushes, 560 four inch Lirope (green) ground cover and 1080 four inch
seasonal color, metal edging, irrigation modifications and soil.

Cost $ 8,912.12

* Replace and expand entry at Parkwood & Nassau.

Install two 65 gal. Nelly R. Stevens bushes, 20 (5) gal. Encore Azalea
bushes, 280 four inch Lirope (green) ground cover and 540 four inch
seasonal color, metal edging, irrigation modifications and soil.

Cost $4, 456.06

* Tree Trimming
Trim and raise the canopy of ninety eight (98) trees along Parkwood and
Nassau.

Cost S 5,683.13

* Sod the bare areas along Parkwood and Nassau with 18 pallets of St. Augustine
and Bermuda grass; also add 1800 four in Asian Jasmine ground cover to
shaded areas where grass will not grow.

Cost$ 10,385.51

* Install new sign and lights at Parkwood Blvd.

Cost $ 4,625.00
